Igor Shubin was born in Perm on 20 December 1955. Before joining the Soviet Navy in 1974 he worked for several months as a milling-machine operator at Perm Telephone Factory. In 1977 Mr. Shubin enrolled in Perm State University where he completed a degree in economics.
He began his political career while still at the university, holding several positions between 1978 and 1992, when he was appointed the Head of Dzerzhinsky Administrative District of Perm. From 1994 to 2001 Mr. Shubin was a Deputy Governor of Perm Region in charge of such important issues as energy supply, construction, communal services, transport and communication. In July 2001 he was appointed director-general of a new natural gas company established in Perm , PERMREGIONGAS, Ltd. That same year he was elected a member of the Legislative Assembly of Perm Region, and the following year he became the chairman of the Budget Committee of the Assembly. At present Igor Shubin chairs the URAL PEARL Trustee Fund which supports the Perm Tchaikovsky Opera and Ballet Theatre. He also heads the Perm Regional Free-Style Wrestling Federation. On 26 March, 2006 Mr. Shubin was elected Mayor of Perm.
